Market Sounding Exercise for Ultra Efficient Energy and Lighting Solutions for Pools and Sports Facilities
Wakefield Council has launched a Market Sounding Exercise for Ultra Efficient Energy and Lighting Solutions for pools and sports facilities (11 May 2010). Wakefield Council has published a notification in the EU Official Journal of a market sounding exercise relating to an ‘unmet need’ for an innovative Ultra Efficient Energy and Ultra Efficient Lighting Solutions for new swimming pool and sports facilities.
A Prospectus setting out what is needed and why has been issued and a full set of documents is available below.
The Council is seeking feedback from the supply chain on what is or could be available to meet these unmet needs - including innovation in terms of technology and commercial arrangements.
This market sounding exercise provides an opportunity for potential suppliers to shape the procurement strategy and specification. The solution will be required by Spring 2012.

Innovation for a low carbon economy
CO2Sense Yorkshire is supporting organisations on Forward Commitment Procurement as part of its drive to help organisations in Yorkshire and Humber to profit from resource efficiencies and to help the region make the shift to a low carbon economy.
Forward Commitment Procurement (FCP) is designed to create the conditions necessary to bring to market the innovative goods and services the public sector needs to deliver sustainability targets.
Buying into the Future FCP Programme objective
“To create the capacity and capability in the use of the Forward Commitment Procurement model in Public Sector bodies and public funded projects thereby enabling the role of Government as a lead market for environmental goods and services, and providing the missing market pull to stimulate investment in the development and commercial supply of innovative environmental solutions”
Who can apply?
FCP is a tool that was originally designed for the public sector to address market failures in the delivery of the ‘social good’, but it can also be adapted for use by public interest organisations and the private sector where they are involved in public funded projects.
